Rep. Smit’s vote explanations | week of April 29

HB 4029:   Would require that any hunting & trapping orders adopted by the Natural Resources Commission must be adopted by June 1stof that year for them to go into effect that season and provides for notification of the orders in the annual hunting, fishing & trapping guide handbook.

Passage:  107-0 with Immediate Effect

Why I voted YES: As seen in many cases executive branch agencies have continued to put more and more emphasis on requiring the submission and review of information electronically. This would ensure not only timely information being disseminated by the Department, but also information being available in a non-electronic format for our constituents.

BILL PACKAGE HBs 4027-4028:  HB 4027 removes provisions from the Michigan Zoning Enabling Act that subject local zoning authority to the MPSC preemption. HB 4028 repeals Part 8 of the Clean and Renewable Energy and Energy Waste Reduction Act, which gives the MPSC zoning and permitting approval over large-scale renewable energy projects.

Why I voted YES: Residents should have the ability to decide whether they want a large renewable energy facility in their community or not.

BILL PACKAGE HBs 4338-4339 & 4342:  Prohibits sanctuary policies by local and county governments and provides for the withholding of revenue sharing for the enactment and enforcement of sanctuary policies.

Why I voted YES: These bills move local and county governments in the direction of helping our federal immigration officials and prevent them from aiding potential threats to our national security.

BILL PACKAGE HBs 4340-4341:  Prohibits illegal immigrants from receiving welfare and housing benefits.

Why I voted YES: These bills prevent Michigan from becoming a welfare magnet for illegal immigrants.

HB 4288:  Requires merit-based hiring practices for at-will employees of a state agency.

Sponsor:  Rep. Byrnes (D)                         

Passage:  105-1 with Immediate Effect

Why I voted YES: This bill will strengthen the state workforce by prioritizing relevant education and work experience.

HJR B:  Would amend the Michigan Constitution to require the verification of an elector’s United States citizenship to vote in state and federal elections. Additional changes are made that restrict rights provided to voters in the Michigan Constitution only apply to those with verified citizenship.

Vote Failed:  58-48  *A constitutional amendment requires a 2/3 vote In order to pass.

Why I voted YES: Numerous recent efforts to remove safeguards and checks on our elections have created loopholes that can easily be exploited by bad actors. Someone can simply use a student ID and sign an affidavit saying they’re a US Citizen, with no further verification of that statement.
